possibly dead gpu

Powered my pc today,everything good,hdd spinning,cpu&case fans spinning,gpu fan not spinning.It just shows a black screen,not even bios or something.So my guess is that the gpu is dead,isn't it?
GPU:AMD Sapphire Nitro R9 380 4gb.
 

No igpu sadly.Could the psu be at fault if all the fans are ok and the hdd is also working?

 

Umm output like what?anything on screen or something?Also usually when i turn on the pc,all the leds on headphones/mouse/keyboard and the xbox controller light up,but now they don't.Other than that everything seems fine


 

If only the manual wasn't retarded and i could actually see where the jumper is.Also,shouldn't the jumpers have something on them to reset them?Like in this vid: https://www.youtube.com/watch?v=rdHH9KrceR0
 

There is something(and it's in the same spot the manual indicates),but it only has 2 pins,and i don't know how i should reset it since in the video the guy has that small plastic thing he puts on the pins,and i dont have that.

 

So there is nothing covering the pins even though theres CMOS printed on the mainboard right next to it ?
 


Nothing on it.Also it deosn't say CMOS,but JBAT1.The CMOS can't be anywhere else tho,because the motherboard manual shows the jumper has only 2 pins and is in this exact same spot as JBAT1,so this is gotta be it
P.S. I had the whole PC a year ago in service(for gpu replacement) and I'm thinking maybe the guys there accidentally removed the jumper cover and forgot to put it back in.
 

Nope,no pc for available to me.Just laptops.I can take the whole pc to the shop from where i bought all the parts(since mostof them still have warranty and if it's the gpu/mobo/cpu they can replace it).But i don't really trust these guys since a while ago i sent them a faulty gpu and had to argue with them until they tested it in front of me and the gpu was faulty,and i got it replaced
