Potential problem with my CPU?

Hi, I recently bought a Pentium g3258 and planned on overclocking it. However it seems that I need very high voltages upwards of 1.270 V to even get the CPU to 3.9 ghz. For now I have achieved a stable OC of 3.6 ghz with 1.174 V, but I wanted to push it further. I think it was just horrible luck in the silicon lottery, but I am sort of worried that it is a problem with the cpu itself. I'm new to this computer stuff (first build), but I've heard of others getting upwards of 4.1 ghz on 1.2 V, and a few golden chips getting 4.2 ghz+ speeds at 1.1 V on the stock cooler. Also, is there anything else besides the frequency and voltage I have to change in the bios?

System Specs

Pentium G3258 Anniversary Edition w/stock cooler

Asus B85M-G R2.0 motherboard (with bios update to support G3258 OC)

Crucial 8 GB DDR3 1600 mhz RAM (1 stick X 8 GB)

GIGABYTE Geforce GTX 750 TI

Western Digital Blue Caviar 1 TB HDD@ 7200 RPM

EVGA 500W 80+ Non-modular PSU

Windows 8.1 64 bit

Xigmatek Mach II case w/ two pre-installed case fans

Wow, that's a bummer. I've had to put this thing at 1.340 V just to keep it stable at 4 ghz, and its sending my chip into the mid 70s at 100% load, and making the fans whine like crazy.
Was really hoping it was just user error and I could fix it
