Potentially Broken GPU?

Hey, I bought a used gaming pc from a guy (please no hate) which was a good deal considering to have a i7-4790k and a Gtx 970, and he said everything worked BUT the motherboard which he claimed to have shorted out. A month or so passed and I finally decided to buy the motherboard for it. I plugged everything in ans turned it on and immediately the gpu was on full blast sounded like a vacuum. I couldnt download the drive for it because it couldnt not dectect it anywhere. Can someone please tell whether or not I'm doing something wrong or if the gpu is busted? Thanks!
