Power button doesn't shut off PC

I already had my PC built. I got a new case and a new SSHD, I switched all the components to the new case. I turn on my PC and there's no display, so I try to turn it off and the power button doesn't shut it down. I don't know what to do about it, please help

I have windows 8 on my SSD in the 0 spot on my motherboard and I plugged in my SSHD into the 1 spot on the motherboard if it matters.
