So after my last motherboard failed me from a lot of problems (it was 9 yrs old and already dieing), I recently bought a new Asrock b450m Steel Legend 5 months ago, as soon as I put everything together it worked fine until yesterday. I turned off the pc one day and the next day it wouldn't turn on, not even blink anything when I pressed the power button. I tested every single piece individually, removed both rams, tested 3 different processors (Ryzen 5600, 1600 and 4350g), with and without the GPU, even removing it from the case to make sure there was no short circuit happening.
But then it worked, and I realized that, for it to work I had to remove the CPU from the motherboard, wait for a few minutes (minimum I did was 3 minutes), then put it all together and the pc just turns on normally, but AS SOON AS it's turned on, the power button will not work AT ALL until I do all of that again (remove cpu, wait for a while, put it back). I've ehxausted every other possibility for it to work but it's the ONLY WAY to make it work if I dare to turn off the PC.I've already tested the power button and reset button with a multimeter and they seem fine, also I've tried using a screwdriver on the pins at the motherboard and it doesn't turn on aswell, so I discarded faulty buttons, only thing I don't have to test is another PSU but to me it seems like a motherboard's problem. I also tried different power cables, not using my clamper and changing the power socket im using but nothing.
The only thing that I cannot understand is why only after I remove the cpu completely, wait for a bit,and then put it back together, makes it possible to power the motherboard back on, how is this possible? Is it a problem with the pins or the cpu socket? And should I just RMA and forget about this or try to find what is happening and if it's really bad luck and a faulty motherboard?
PS: 2 things I noticed aswell:
1 - when I realized changing the CPU made the pc turn on, put everything back as it was and turned it on, but it got a black screen and no bios, I thought I probably bumped into my rams accidentally then I turned off, reattached my rams and pressed the button and it WORKED without the need to reattach the cpu. So after it worked I tested turning it off to check if the problem was still there but then it didn't again. So the "power the motherboard" problem only happens after the pc ACTUALLY BOOTS FOR THE FIRST TIME, if it doesn't boot, I can turn off and on with the button as much as I want apparently.
2 - When the pc is working, the power button doesn't work at all for anything, if I press it on the bios/boot up screen it doesn't turn the pc off, if I press it for 3-5s it doesn't force a shut down on the pc and doesn't matter what I assign the power button on windows it won't work (put to sleep, turn off screen, etc)

RAM: 2x8gb XPG D41 Spectrix 3000mhz ,
CPU cooler: DeepCool Gammaxx GT,
VGA: RX 580 Sapphire Pulse,
PSU: EVGA 750 BQ BRONZE 750W.
