Question Power cycle

Likely an error of omission or commision with respect to the connections that have been made.

Update your post to include full system hardware specs and OS information.

Any troubleshooting LED's lit?

Refer to the motherboard's User Guide/Manual to double check that 1) all connections are correctly made and, 2) that those connections are fully and firmly in place.

Take a close look at the motherboard's I/O panel.

Also check the case's front panel connections, Verify per the installation documents.

And lastly: What thermal paste was used and how was the paste applied?

Could be a thermal shutdown.

One of the most common causes of a newly built system cycling on and off like that is that the STAND-OFFS supporting the mobo are installed incorrectly. Look at these two previous post if that might apply.

From Apr24/23

and from Apr21/22
