Power leakage into the cpu casing

Since last night my computer was working well, i have tried to power it on after work but it is not turning on at all not even a green light showing.i realized that there is power leakage into the cpu casing even when the power cable is plugged out, this is weird.What exactly could be the reason why the computer is not coming on?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

If your monitor is also plugged into the system while the power cable is plugged out, yet the monitor is powered, then your chassis can be a conduit for power. Also, it might indicate that you have a grounding issue.

Thank you for the response on my question, i realized that the monitor was also connected to power, that is why there was that leakage when the cpu cable had been plugged out. But now the main issue is that the cpu is not turning on and still there is a leakage into the casing.Can this leakage be the cause why the cpu is not turning on?
