power on/off issues

So When I turn on my computer, it shutdown for a quick second then stays on. There is no issue and there is no power on errors within the error log. While using the computer there is no issues. When I shutdown the computer, everything shutdown (CPU, GPU, motherboard) but my case seems to take forever to fully shutdown as all the fans that are not connected to the motherboard are running. The system takes about 8 - 10 seconds to shutdown fully. The PSU that I am using is a Sentey MBP1000-HM 1000W. From what I have seen there has been good review from many high level technicians and has been considered a Tier 2 to 3 PSU. Is there something that I am missing.
 
on the power up then down then up. on new mb it called over clock failure. the mb trying to set the ram speed and it failed. make sure the mb has the newest bios file and turn on intel xmp profile if it an intel mb or amd profile if it an amd mb. use cpu-z to check that the ram been set right. on power down...the anti virus and windows has to write data back to the drive..that why some parts are off faster then others. also some asus mb have fan setings to keep the fans spinning longer then the mb is off. that setting is under fan profile. i have that on my sabertooth mb. the fans will keep spinning for up to 30 sec longer then the cpu fan to keep the cpu from getting hot.
