Question power on problem

Hi im fairly new to the pc space. im currently having a weird problem where i will power on pc but only ram rgbs come on nothing elese. then if i turn of pc at power supply and back on and then try again it will power on not sure what to do hoping for some solutions
my pc spec is as follows

windows 11 home
corsair 7000d airflow case
corsair aio
corsair rm1200x shift 80 gold psu
corsair system fans
ryzen 9070xt
ryzen 9800x3d
g skill 32gb trident ram
wd black 4gb ssd
msi tomahawk x870e board

Is this a new build? Has it ever booted in the past?
Lights do not mean the PC is functioning properly. It just means the PS is supply the proper voltage for lighting. Do the fan(s) spin?

hi thanks for reply. the pc is about 6 months old and never had this problem until now. no the fans dont spin at all only thing that has power is the rgb on the ram nothing else at all happens until i turn of power supply switch then turn power supply back on after about 10 seconds then pc will fully come on with no problems
