Power Supply delivering 1.48V instead of 1.21V, is this the reason of overheating?

A while back I asked a question asking why my CPU is 50-60 degrees C when on idle and I even put new thermalpaste on and got a new heatsink, but nothing was working.
Now I look in my bios and wow! 1.48V instead of 1.21V being delivered to it.

Is this the reason why my CPU is overheating?

Your specs would be helpful? What is set to 1.48v? CPU VCORE? What cpu?

If your going to ask a question like this you need to provide more info.

More info about my system:

Intel Q8200 CPU
ultra lsp 650w atx power supply as a PSU

Also not sure about "CPU VCORE", doesn't say that.

If you don't have an overclock set, I'd start by replacing the power supply, given the very low-quality, even if it's not ultimately the problem (which is a highly unusual one). Just to eliminate that as a problem.

Apparently, I had an overclock set, and when I went to go into the bios and restore defaults, the temperature calmed down.
