OK so I recently switched to an NVMI and since then I had been having problems where the computer would not turn itself off when I shut down through windows. I then went into my power settings and did the 1st thing that I saw on all the websites which was to turn off fast startup. Ever since then I began to notice that my fans were a lot louder and the power supply was making an electrical noise that kind of sounds like the one in this video but quieter:

Now i will say that i hadnt been checking for this noise previously, so this noise could be unrelated. But should i send the psu back to get it checked out or is it most likely due to the power setting?
