Power supply requirement for the r9 295x2?

I was just wondering which power supply would be best if I was to get an r9 295x2? Currently I have a 750w PSU (I think it is corsair), and was thinking of getting an EVGA G2 850w (850w seems like a good SAFE minimum where there should still be enough power for the rest of the system, but correct me if I am wrong) PSU to power the thing since that power supply seems like it is really good. Would this be good, and also I heard that even if you have enough wattage to power the card you need to power it in a certain way, or else it could be extremely bad (something having to do with 12v rails and what not). I thought that you could run this card with a 850w PSU (I have seem a few builds with it). Also what is the deal with the 12v rails? Are you supposed to have multiple in order to correctly power this card, and do each of the sepparate 8-pin power connectors going off of it have to go to different 12v rails?
 


Alright, still considering if I should get this or not, but it is only a wee bit slower than dual GTX 980s, and costs a fraction of the price (even if I would need to upgrade my PSU). Thanks for the quick response, and for helping me understand that it only needs a single 12v rail! Also how much would this thing increase a power bill by in say the most expensive state (like California)? Just want to make sure that it does not increase it by too much.
