Power supply trouble shooting

I have 2 home built computers one started shutting off while Heavy gaming (i.e. gta, overwatch on high settings) I determined the issue was the psu by using a second one of the exact same psu that I had in my second computer and it no longer shut off so I went and got a psu from best buy and that psu with nothing attached but the mother board won't start up the computer. The old psu was 1000 watt the new is 850 watt i o my need about 600 watt for my system.

Motherboard -asus sabertooth mark 1 z97 chipset
Cpu- i7 quad core 1150 4.00 hz
Gpu- nvidia hrs 960
Ram - 32 ddr3
 
Well that PC uses nothing close to 600 watts more like 320 but if you don't have the power cables connected to the motherboard then it's not going to cut on. You can try the paperclip test to see if the power supply turns on with everything unhooked from the PC.
Best rip-off sells a few good power supplies but a lot of junk ones.
 


I did the paper clip test and I have a power supply tester and both said the power supply is fine it just won't start my computer
