Power Surge? (No Post, no display, everything spinning)

I have been searching for hours straight, but found nothing about my topic. I am getting no post beep, no display, but GPU and Case fans are spinning. A few pages suggested a PSU issue, but i don't understand why everything else is spinning. A good friend of mine suggested a CPU issue, since nothing is happening on screen. Please feel free to ask questions as i am determined to get this fixed and get back on the road! Thanks.
 
12V fans will run on dirty power anywhere between 6V and 20V. Most other circuits require clean power within 5-10% from nominal.

The 12V output being good enough to run fans is a very poor indication of what might be happening on PSU output rails. If you have a multimeter, check the voltages on rails and on the PWR_GOOD pin on the ATX connector with everything plugged in. Nothing happening after power-up could be due to the PSU never reaching PWR_GOOD state, leaving the PC in perpetual reset state.
 


I had my build up and running for about 2-3 weeks working fine. I forgot to mention that there may have a been a small power surge in my area.
