Question power surge

I am fixing a pc for a friend,it had a power surge during a storm and stopped working,i have tried a new PSU but it will not boot,it had a very cheap and nasty PSU also.
is it safe to assume that the motherboard,cpu and ram are dead?
if thats the case its best to build a new system rather than purchasing an intel 11th gen mobo if the cpu is dead already.

I see your point,its not really an option for me because i dont have the suitable motherboard to test the parts,
it seems its best to buils a new system,do you think thats the best option?

Core i5 11400 cpu...PSU is a really cheap looking thermaltake 500watt(looks and feels very cheap)
not sure on the mobo but maybe a b450..1(cheap) green stick of ram 16gig
standard cpu cooler
GTX 1650(not dead i tested it)
 
So start with a new motherboard.

Unless, of course, your friend wants a whole new system.
yeah thats the best option for my friends budget,but if the cpu and ram is dead,the total cost is almost equivelent to a new setup,i will have to consider this before proceeding.

no, even if something is dead it's highly unlikely that all are dead. most of the time it's the motherboard which faces trouble with these kinda stuff from my experience, but other components could also be damaged as well. unlikely though. imo, the RAM and CPU should be fine. further testing from another working motherboard or PC is required though.
