Power to motherboard but won't boot (Winfast G760GXK8MC)

Hi,

I've just upgraded my motherboard and now have a

Winfast 760GXK8MC
AMD Sempron 3000+
PC3200 1GB DDR

When I push the power button power is seen to run through the board but it does not boot. In addition all the front panel lights stay lit, including the CDRW activity light.

I do not hear any beep codes and I hear no activity from the HDD. The CPU fan runs okay and the on board ethernet connector LEDs light as normal.

I'm not really sure where to start with this one as there is no display going to the monitor so it's not even getting that far.

Does anyone know what the problem might be?

UPDATE: Further to this I have done some testing. I have removed everything, took it back to just

CPU & fan
monitor
memory
PSU
ON switch

...connected to the motherboard. I get no activity other than the CPU fan spinning. tried without memory. Same again.

I tried this outside of the chassis in case something was shorting a circuit somewh and still the same. i am thinking about contacting the vendor and returning it as faulty...?
