Powered USB hub stops computer starting.

I have a powered USB2 hub and when the power adapter for it is plugged in the computer will not boot. It is totally dead and power button does nothing. I suspect it is sending power to the computer and the computer thinks something is wrong. It may be the hub so a recommendation for a good one would be good. One that does not send power to the USB2 connection that plugs into the computer but does send power to the devices plunged into it.

Some USB hubs are cheap made with disregard for internal construction and safety measures. They might be poorly wired with no insulation, that could easily damage, fried a computer main board or the expensive attached devices.
There are also computer manufacturers that cut corners to save a penny. They might not provide adequate protection on a computer against surges from USB devices.
