Preferred Refresh Rate in 2017

Hello! perhaps its a dumb question, or someone already made it and got answered but i couldnt find a direct solution so here i go:

I have a MSI 1070 Gaming X OCed to 2100mhz and a AOC G2460QPU which is FreeSync..

I dont know if i should use the NVIDIA Control panel to use "Fast Sync" and "Preferred Refresh Rate "Highest Available"

I usually play a huge variety of games, from high FPS games like Overwatch, CS GO, Dirty Bomb, games where i get +144fps

and games like 7 Days to Die, PUBG, The Evil Within 2 and several more where i get more than 60fps, but not +144fps, would "forcing" the Highest Available affect the game smoothness or anything like that?

What should i use in the Global Settings and should i make a Program Setting for every game by itself touching that?

Freesync with non-amd products means it can only run at 144 or less in some cases, and is non-variable. If its an amd card it* is variable up to 144 (which helps with screen tearing etc during dips). Now thats out of the way...If you like FPS's and want the best experience, you want to customize your experience to hit as close to 144 (edit: or higher...and basically you want to adjust for your minimum fps's) as possible. Also using after affects like anti-aliasing is a no no as well. If your eye's and mind can see higher then the average 60fps (and your monitor/gpu combo is actually pushing a Real 60+ fps) then having a higher rate will often make you less sick to your stomach (and there are lots of write-up's on this particular...

Anyway, depending on whether you can see and or respond to higher fps, having a higher framerate is usually better. So yes, adjust your game to hit as high as possible, watch for dips in fps, as you want to adjust for those dips if it matters that you don't die during those dips. ;-) Good luck sir.

edit: I answered basically none of your questions directly...I personally set to Game settings (program settings) and i touch every game and change that setup in every game to best meet the experience i want to have. If i'm playing semi-serious on a regular basis in a fps, i set it up for the max refresh rate of my screen. Also again, turning off things like motion blur and AA are a must...They just slow down what you see.
