Preferring max performance in Nvidia Settings cause GPU temp to stay high when idling

I have an Asus GTX 1080, and whenever I set "prefer max performance" under power management in Nvidia control panel settings, the GPU's temp would go up to, and stay at 45c forever. Normally, under "adaptive", the GPU temp is around 32c ish.

I would like to know if this is normal, and whether putting it under "prefer max performance" would actually improve FPS in games at all. Thanks!

Solution
Setting it to max performance will cause the GPU to run at it's base clock at all times regardless of load, setting it to optimal power will allow the GPU to reduce it's clocks when not under load so it will run cooler and use less power. I doubt there would be any performance benefits using max performance, my 1060 boosts to the same speeds under load with or without that setting. I leave mine on optimal power.
