I'm new to GURPS, and I'm thinking of running a Star Trek campaign. How
good is Prime Directive? I've seen comments thatit's really
role-playing Star Fleet Battles, which means everything revolves around
ship combat. Is there enough meat there for planetary adventures?

Also, what GURPS books do I need to run GURPS Trek? I don't want to
spend a huge amount of money at first. I think Prime Directive is
supposed to be able to run as a standalone book, but I'm a little
dubious about that.

Actyull Role-playes Star Fleet Battles doesn't not mean it all revolves
around starship combat, it means is abssesd of the vertion of the
Treck univers that Star fleet battles is set.

It is based on the history that Star Fleet Battles wrote for their universe.
Due to legal issues with Paramount, that I will not go into detail here due
to time constraints, they have their own time line based on the original
Star Trek, but without any of the characters from TOS. It is a stand alone
book, Basic set will give you more options, but is not needed, and yes you
can play anything you would in any other SF campaign, but it does emphasis
the military.

Actually, GURPS PRIME DIRECTIVE barely mentioned ship combat and is all
about running around on planets.

GPD contains enough G4e rules to run alone but GMs will find G4e Basic Set
handy to have.
