printers and GPOs

Does anyone know if their is a GPO to push to XP clients to allow those
clients to be able to install their own printers locally?

There is an option in the local GPO that permits to the
user install device drivers, the administrator is the
only one who can do this, you can add your users to this
rigth and they can install printers locally
