Problem installing ATI/AMD Radeon HD 5450 Display Driver

I have a "ATI / AMD Radeon HD 5450 (Series)" and NO manual or guides when I purchased it...I installed it and it needs a driver. So, I go to AMD.com to download latest hardware drivers for my Graphics Card...After downloaded, extract required files, I installed it...

When the CIM (Catalyst Install Manager) is on the process of installing the "AMD Display Driver". It flickers many times and NOTHING shows but black screen. Every time I boot in Windows, It flickers again many times and NOTHING shows (again)...So, I decided to downgrade to Windows XP and install the older graphics driver....After waiting for so long, NOTHING HAPPENS AGAIN AND AGAIN !!! ONLY BLACK SCREEN...

I've done many operations but it is not solve my problem
- DRIVER UNINSTALL
-FORMAT (CLEAN INSTALL) O.S.
-ANOTHER VERSION OF ATI / AMD
and SO ON

Please Help ME to solve this problem. I very confused and I don't know what to DO!!!

PC Specs:

Windows 7 Pro (formerly), Windows XP (recent)
4 GB RAM
AMD Athlon x64 ~2.72 GHz
 
Have you tried downloading the drivers before you install the card? So, reinstall Win7, go to AMD's page, download the drivers and install them. Then shut down the PC, install the card and reboot. If the drivers recognise the card, you should be fine.

Actually, I installed card first, then GPU Drivers... I am very confuse about this... IS This GPU is only supported on x64- bit OS. Because, when we buy the PC...I runs perfectly on 64-bit OS (but the 64-bit OS is occur error so need to clean install but I have no 64-bit OS CD...Instead, I will install 32-bit that I have only)...But when I clean installed it on 32-bit OS..This problem occurs...again and again
 
The card will run on a 32 bit and a 64 bit OS. That is not the issue.

When you removed the drivers, did you do it with Display Driver Uninstaller and in safe mode? That's the only way you are definitely removing all drivers.

Actually as I said in my previous answer above, I Uninstall first the graphics driver with DDU by Wagnard Tools. I uninstalled all the AMD driver installed in my Computer (I remove it by booting on "Safe Mode") ... and after that, The drivers are completely removed from my computer but, when I installed it again (using CIM), It happens again and again (BSOD with a TDR Failure and a driver named "ati2mtag.sys").... :/
 
I've tried all of version of CIM from old to new ones...I see this "Beta Driver" before but I am not downloading it because of it is "BETA" (Created but needs Improvement/s (unfinished)). But thanks for your advice...I will try it...:)
 

with AMD graphics drivers beta means that it doesn't have the WHQL cert from MS, previously (when they did the montly releases) it was very common to get the exact same driver with a whql cert some time later, these days they dont really bother with it anymore and leave them as is. They do a whql driver when they have some bigger improvements or new features etc, but some minor game specific tuning ends up as a beta.


 
Thank you Kari for your advice about on AMD/ATI GRAPHICS DRIVER BETA VERSION.... But, This is not solve my problem... Even the latest beta version of drivers are install, Still not usable... flickers many times and showing BLUE SCREEN about TDR and a driver file named "atikmpag.sys" (I forgot the Stop Code...etc.).
