i hav put new graphics card in the slot, but my cd rom is stuck and does not come out,so cannot install the card from the cd i got from the vendor, please give me alternative, graphics card specs-ATI RADEON HD 5450 2GB DDR3

Just plug the card into the pci-e x16 slot . Attach the monitor to the new graphics card and start the computer .

Graphics drivers from AMD.com

If your cd drive is stuck closed then you can open it using a straightened paper clip . There is a tiny hole in the front face. Push the wire in and it will pop open

CPU or a full system? For what use? That is about $200 which is not enough for a full system unless you get a low end or used system, and for a CPU we need to know your full system specs. Not even sure if you can build a low end full PC with case/powersupply/CPU/motherboard/HD/OS for $200 without using used parts. Just the core CPU/motherboard/powersupply and will be about $200.

Need your full system specs, just a CPU sitting in a box won't help you, and to know what CPU to get you need to know what platform you are running and what will work with the rest of your system. List your system specs.

Also a new CPU will not help you with games since you got a Radeon 5450 video card which is useless for any games outside of some old ones.

This is a comparison between the 5450 and an R7 240 which is barely a low end gaming card itself, but is still about 3.5 times faster than the 5450.

You need to buy a new computer, there is no real CPU upgrade for your system that is worth it.

You can try to unlock the second core of the CPU, but that may not work and has some risk. http://www.overclock.net/t/1461066/how-to-unlock-the-2nd-core-in-sempron-145-am3

Your RAM is also too low for games, you'd need at least 4 gig. Not really worth the money upgrading your system, get a used Intel Q66xx based system, should only be about $175 with 4 GB or more of RAM and a decent video card.
