problem reinstalling Server 2000 from CD

Archived from groups: microsoft.public.win2000.setup (More info?)

The reboot (NOT in Safe mode) hangs up after running the
CD in the "upgrade Windows 2000" mode. The error message
reads: "Setup cannot load the keyboard layout file
KBDUS.DLL". (re MKB 239722 - Not sure how to check that
the permissions for the "Everyone" group is present on
the "root of the NTFS system drive???" required for the
keyboard file to load?)

When booting in other than setup mode, the machine boots
fine.

In Explorer, right click the drive, select Properties and then Security.
You should see a list of groups that has NTFS permissions. Is "Everyone"
included in this list?
