Problem with display settings panel

When I right click on the desktop anywhere, a box will come up and at the
bottom of the box it says "properties" which would then open "display
control panel" which you can fool around with all the settings, like the
display size, the desktop colours, change wallpaper, etc. well this whole
service somehow got disabled. When I right click the desktop and click
properties or if I go to control panel folder and click on display, either
way a box comes up and says"your system administrator disabled the display
control panel" everytime. I don't know what happened. I'd like to findout
where in winxp I can enble it again.

If you are not the System Administrator, then ask that
person. OTOH, if you are the system administrator, then
was the video driver changed or any of the advanced display
setting options?

Try entering the whole error message into Google, placing double
quotes around the whole thing. That will take you here:

There are a few suggestions in there as to whether it is just a
registry issue or is due to something else.
