Problem with Downloading from Links

Why would trying to download something from a link on numerous websites just continue downloading up to 25 times? Also, when it happens, I cannot close out any tabs. I am using my Dell desktop, Windows 7, and Chrome browser.

Have you scanned your system for malware and viruses?

Yes, I have scanned yesterday with AVAST antivirus, Advanced System Care, Superantispyware, Malwarebytes, too! None of those showed anything!

Does this only happen when using Chrome? Does it happen with any other browser?
