Problem with fans and overheating

Hi guys, 3 weeks ago my computer started to stutter a lot in various videogames such as counterstrike go and league of legends. I have come to find out that my fans are only running at 20% power and my computer is hot as hell. Right now it's at 52 degrees celsius and I don't know what to or how to get the fans to be working properly. I'm going to attach a screenshot of AMD catalyst control center to provide more information. I can also post more screenshots of that or AMD overdrive if that will help anyone help me out. I apologize if this is a simple fix I'm just not quite tech savvy yet (working on it) Thanks for anyone who is taking the time to help me out!

Which fans aren't running? GPU fans? Case fans? CPU fans?

one case fan is running extremely slow and my graphics card is really hot. the graphics card fan looks like it's running fine but AMD overdrive says it's only running at 27%

Download after burner. Anyways what temp does it say you're GPU is running at? What temp does it say you're CPU is running at?

my gpu is at 51 degrees and it says the fan is running at 20%. This information was found using TechpowerUp GPU

That is at Idle? If so check if the fan is on auto. If so it should turn up as it heats up. Next could you tell me the load temp.
