Problem with FPS

The problem I have is that when I look at one particular thing while in a game , for example fallout 4 , i'm not lagging at all , smooth 60 fps. But when I turn my view away from the wall , I drop down to around 20 fps. I have no ideea why. Is there anything I can do ? Except spending money on new processor / graphic card ?

Specs:
Processor - Intel R Core Duo 6600 2.4GHz (I overclocked to 2.8)
Graphic Card - NVidia GeForce 630
Ram Memory : 4GB 1,33mhz

I also have an SSD

p.s. high temps are NOT a problem here , everything at 60 degrees C

Please help ! I'm tired of this 🙁

Staring at a wall is much less demanding on the hardware than looking at the large open world. It's a lot easier to render a wall texture up close than it is to render all the objects and textures for a view up to say 500m away depending on your view distance settings.

There is nothing you can do without spending money, Fallout 4 is pretty demanding, and needs much better hardware than what you have. The only thing you can do is drop every setting down to as low as it will go and see if that will get your framerates up to playable levels. If it doesn't you're going to need a new GPU at the very least, though your CPU is really old and also needs an upgrade to keep up with modern titles.

Solution
You have a pretty old & weak PC. Under what circumstances are you getting 60 FPS? If you mean when you are simply staring at a wall and you see 60 FPS, then that makes sense because the graphics card do not have to do anything but render the wall and maybe some static shadows.

If you turn away and look that the wasteland, then it makes sense you FPS drops because the graphics card needs to render the world like the sky, the trees, the ground, buildings... just about everything rather than just a simple wall.

You could try the following tweaked FalloutPref.ini file (backup your current one) which lowers some details in the game and also disables shadows. That should improve performance. However, disabling shadows seems to cause some visual problems.

Lowering the resolution can also help with performance, but it seems 1024x600 is the lowest the game will allow.

I am using nexusmods already :s still pretty unplayable.

Can any of you recommend me a good CPU and GPU ? Affordable ones please.
