Problem with gpu usage

3 months ago I finished my PC build and I was very happy with it and had no problems until I noticed that my gpu is not hitting 100% when I'm playing games.

I've searched internet for information, tried fresh install of windows 10, cleaned gpu drivers with DDU and none of those worked. When I'm playing I use MSI afterburner to monitor gpu usage and windows task manager to see CPU usage. I played The Evil Within 2, The Witcher 3 and tried all graphical settings. Both gpu and CPU stayed at 75-80% usage.

My PC specs:
CPU: i5-7500 3.4Ghz turbo 3.8Ghz
RAM: Kingston 2x4Gb 2133mhz
GPU: MSI GTX 1060 gaming x 3gb
MOBO: Asus prime b250m-k
PSU: Corsair vs550

Don't know what else to do, unless I need an i7 CPU, but that would make no sense at all. I have seen people with same builds hitting 99% and 100% no problem.
 
The Witcher 3 65-89 outside the city area and 49-60 inside the city area.
The Evil Within 2 frame rate is all around the board inside a house 56-89 fps and outside 54-56 fps. Not to mention I found a house where a small room dips my fps to 32-40 fps which makes no sense to me at all.
 
After couple of days of reading posts about gpu usage, I found some hints towards my gpu and CPU usage not wanting to hit 100%. First was PSU, I think that 550w might be not enough for gpu. Because I saw similar builds and they all used 600-700w PSUs. My second clue is G-Sync, since I don't use V-Sync and my monitor is 144hz. I think that G-Sync could limit gpu performance the same way V-Sync does. But I don't know if my guesses are right or wrong.
