Problem with identifying cpu

Hello, recently i found an aftermarket cpu with a very low price (~20 euro), but i have little trouble identifying it. Here's all informations that seller is providing from cpu-z
Name - Intel Processor
Specification - Genuine Intel CPU(r) 0 2.8GHz
Family 6, Model A, Stepping 1
Ext.Family 6, Model 2A
Cores 4/ Threads 4
L3 cache 8MBytes
LGA1155

Guy's telling that it has turbo boost, 3.1 GHz

HWmonitor recognizes it as i3 processor, but i don't think it is, cause it has 4 physical cores.

On the IHS there's nothing. Probably everything was erased or there wasn't anything at all ever.

Seller is saying that it's working perfectly

My bet is that it's some test-version of an old i5 (2300 maybe)

Is there anyone who knows anything about it?
 
It can be a program bug, considering that it already recognized it as an i3.
But I've also heard that some engineering samples still have all the cache enabled even though some of them are supposed to be disabled.
