Problem with Intel Core i5-4210u 1.7GHz

I've been playing GTA 5 for the past few days, and I kept having lag spikes/stuttering issues. Check this video if you want to see how it looks like: https://www.youtube.com/watch?v=yuQu-y0GnPM

The thing I'm asking is: Is my Intel Core i5-4210u (1.7 GHz, 3 MB cache, 2 cores) is the weak point here?

My other specs:
Nvidia Geforce GTX850m 4GB
4GB of RAM

I have tried all settings I could guess that would fix the problem from changing my setting from normal to high, but still doesn't fix the problem. It keeps getting lag spikes/stuttering issues.

Once again, is my microprocessor the problem here? If no, then what should I do to fix this annoying problem?

The other laptops have 8GB of RAM.

Your stutters could be happening because you only have 4GB of RAM. Your laptop is likely caching data back and forth from RAM to the hard drive because of the limited amount of RAM.
Isn't the minimum RAM requirements for GTA 5 is 4GB? Correct me if I'm wrong, but doesn't that mean I can run the game properly at least with 4GB of RAM?

So my problem doesn't have to do with the microprocessor?
 
"Properly" is open to interpretation. You are able to run the game are you not?

There should not be a problem with you CPU since the videos you referenced can play GTA 5 without FPS drops.

As long as there is sufficient virtual memory a PC should work properly. Generally it is equal to the amount of physical RAM you have, but double is fine. The issue is when data is being written to / from RAM and virtual memory the CPU needs to focus on that function above everything else. Having only 4GB of RAM means programs & games that needs a lot of RAM will cause Windows to swap data between RAM and the hard drive frequently and it is those times when you will get FPS drops. Windows 8.1 itself needs a minimum of 1GB of RAM for itself.
