Problem with low fps in games

Recently i changed cpu and mobo from e8200 and gigabyte ga31esl2 to q9300 and asus p5q premium...on the e8200 csgo was running pretty well around 100-120 fps,but now its running at 50-80 fps...detailed specs
Intel Core 2 quad q9300 2.5 ghz
Asus P5Q premium
2x2gb Ocz Platinum at 800
Asus Gtx465
don't know the brand of psu but its 600 w
Windows 8.1
Also load of cpu and gpu is sitting around 40-50 fps,the hottest core is at 58 c and gpu 44 c

I see then just use the E8200 for games and the Q9300 for other stuff if they both can work seperatly. Most of the parts are interchangable being on the same 775lga so you could load up the E8200 with the most RAM and the better drives.
The E8200 is a CPU with higher IPC than the Q9300. It takes all the Q9300 4 cores to match the E8200 2 core in most programs. Games arent heavly threaded thus the E8200 is better for gaming in most cases. You should upgrade to a newer motherboard, CPU, and RAM. This summer CSGO is upgrading to source 2 engine which uses upto 8 cores. This may equalize the benchmarks between those 2 CPU's. Given maps tho will be much more demanding will cause both to slow.

I wan't to upgrade everything but money is issue...this was a gift,
So and the end i have to go back on e8200 or
Also e8200 was clocked to 3.3 ghz
