[SOLVED] Problem with my gpu usage | msi 1080 armor

Hi there, I'm having a problem with my MSI 1080 armor since i bought it.
first of all my specs is:
Motherboard: Asus Crosshair vi hero
CPU: Ryzen 1800x - not overclocked
RAM: g.skill trident z 16gb (2x8gb) ddr4-3200 memory
my GPU is not working at 100% when i'm playing some games, for example, when I set graphic settings on Division 2 at Full Max(No resolution scale), it's fine and working 100%, but if i set it at low-medium setting, it's working around 40-70% and also the FPS will decrease!
but this solution isn't working in all games, for example i tried it on farcry 5 and my FPS was about 40! even when it was at Max setting (No resolution scale).
so yeah, this problem did not fixed after all those software update and ETC.
I preferred to make a thread here, so if you can probably Help me!!!

Looks completely normal to me.... on max settings your GPU works a lot harder, serving less frames to the CPU makes its job easier.... so the GPU becomes the bottleneck.

When you're playing on low settings the GPU can output a lot more frames serving them to the CPU. If the CPU can't keep up, the GPU will slow down waiting for your processor. Your CPU is the bottleneck now.

That's what's happening to you aswell.

Depending on what you said . my GPU should work on 100% when I set graphic settings at max in farcry 5 but it's still working on 51% and gives me 58 frames which is pretty low for 1800x and GTX 1080. also thanks for your reply and help!!
