Problem with my heatsink that is very hot

I dont know if its just me because I tried running my laptop with opened bottom so that I can see my fan and heatsink. The heatsink is very hot only at the CPU and GPU part but when I touched the heatsink near the fan it is very cool. Now I think the heat from the CPU and GPU arent moving towards the fan and the heat gets stuck only at the CPU and GPU part. Could be the heatsink is broken? I really don't understand the flow of heat on the heatsink.

if the laptop a few years old the thermal paste may have dried out. wihtout this paste heat wont flow right.

I tried changing the thermal paste. But still persist and also I see a small gap from the heatsink to the gpu so I placed a thicker thermal paste. Is that okay?

First monitor temperatures of your laptop with a software. Open hardware monitor will do. Check all the temperatures of cpu, gpu, cores and motherboard etc. If they are running nearly 40-50 degree Celsius you are fine.
Also what is the ambient temperature of the room.

they run at about 60c-70c at idle and 80c-90c when playing games. but now I can't play games because it shuts down.

Then there is some serious problem. You should take it to service centre if heatsink or pipes are damaged you need to replace that.
