Problem with new build

I'm building a computer and am having a bit of trouble at the moment. I have everything hooked up correctly but my video card doesn't seem to be getting power. My motherboard is a Gigabyte GA-EP43-DSL3, my power supply is an OCZ Stealth Xtreme, and my video card is an HD 4830. My computer starts up (though I see nothing on my monitor) but my video card does not. The fan moves a tiny amount when turning the computer off, but other than that, nothing.

Check connections again, but if nothing try turning it on with the Hard disk unplugged and the CD-Rom unplugged. If still nothing take the Ram out individually. If nothing it could narrow it down to the Motherboard the GFX card or the CPU.

Ive had this problem before and it turned out to be one of my memory modules and the motherboard as being faulty :(

I could be wrong, but just a suggestion =]
