Problem with new keyboard during startup

I bought a new keyboard, and it worked as soon as i plugged it in, but its not recognized when i first startup my PC. i initially thought it was the keyboards problem, so i bought another one, but its the same problem.
It works fine, and lights up when after windows loads and i have to login but not before.
I end up having to plug in my old keyboard just to startup.

Also, a 2nd problem, i have a new mouse as well, and theres a light on it. however, the light NEVER TURNS OFF unless i unplug it. Regardless of whether i plug it into the pc itself or the usb slot on my monitor/keyboard, the light stays on all the time, and is annoying when im trying to sleep.

Due to the sheer number of parts both past and present and the number of possible combinations, it's technically a staple to ask for system's specs as guess work would take too long. Can you please pass on your full system's specs inclusive of your peripherals and the OS you're currently running on? In the mean time you may want to verify that your BIOS and your device drivers(namely chipset and/or ME) are up to date. You should also uninstall any drivers for your keyboard and see if reinstalling them helps.

Pertaining to your second issue, it may be possible that the LED on the mouse was designed to be in that position from the factory. Again without a specific make and model number to narrow down the "culprit" device, we can only...
