Problem with noctua case fans on h440

So everytime I turn on my PC the noctua fans start getting SUPER loud to which I think it goes at 100% fan speed. The problem is that it does that for like 6 seconds then goes to normal fan speed, but it comes back again to 100% and repeats. The weird thing is once I open a game the noctua fans stabilize. Is it because I have my cpu cooler connected to the pwm hub? What I have in mind is that since the pwm hub is connected to my mobo and my cpu cooler and case fans are on the pwm hub, the noctua fans try to copy the cpu fan speed. Any suggestions would be greatly appreciated.
 
1| Could you please pass on your full system's specs inclusive of your OS?

2| Have you made sure your motherboard BIOS is up to date?

3| It'd be a good idea to state all the fans that you have inside your case and how you've connected them to the PWM hub. It's quite possible, like you've said, that the fans are trying to mimic the high CPU fan rpm's. Regardless see if the issue presents itself when the PWM fan hub is plugged into another header on your board while the CPU fan header is occupied by only the CPU fan heatsink assembly.
