Question Problem with PC cpu and dram lights turning on

Specs:
MB: ASRock b550m pro4 mb
CPU: Ryzen 5 5600
GPU: GTX 1660ti
RAM: Apacer nox 2x8gb 3200 cl16
PSU: Fractal design 750w gold

Currently having a problem on my PC after cleaning the computer, the only thing I took out of the PC is just the GPU, and cooler fan from .y tower cooler. After plugging everything back into the PC and turning it on, I get these lights.

After that I searched around the web to find a solution, and this is what I did.
Popping out the CMOS battery
Reseat the CPU
Check CPU for bent pins
Changed ram sticks
Cleaned ram sticks with an eraser
Changed ram stick slots
Test each ram sticks by itself
Checked all power cables if they're seated correctly

And after all of that, nothing worked, usually when I have this problem, it would literally magically fixed itself the next day after I sleep, but tbh I still have some uni work that I need to finish

Fractal have a number of units that are gold rated and with 750W advertised on their sticker, what is the model of your unit and how old is the PSU?

CPU and DRAM led being lit up would mean one of two things;
1| either your CPU's integrated memory controller has conked out
or
2| the ram are faulty

You can drop your processor onto another known working motherboard and see if the problem persists. If it doesn't then you focus on the ram next, see if the ram works on the other platform. If you still don't encounter an issue, then your motherboard's BIOS might've ended up corrupt. Sadly your current motherboard doesn't have the option to reflash the BIOS.

Problem, I don't have another motherboard that uses am4
But I am confused on how my bios can end up being corrupted if that is the case.
The PSU is a fractal design ION 750w 80+ gold fully modular, and I bought it around last year
