Problem with pixels when Overclocking

CPU: i5 6600K

Motherboard: MSI Z170A PC Mate

Fan: Cooler Master Hyper 212 EVO

Ram: Corsair Vengeance 16GB (2x 8GB) DDR4 - 3000MHz

GPU: GTX 1060 6gb

So long story short, I tried Overclocking (Turned on OC Genie in the bios - 4.0ghz default everything. Voltages at default is showing 1.3) my PC and when I rebooted, the pictures and videos started acting weird. It looks like this: http://imgur.com/a/rMw5i there are pixels scattered on images and video. So it never done that before and I restored the Overclock back to default thinking it would fix it and it is still there. I googled how to fix and came up empty. Hopefully someone here can help me fix this problem.
I just want to add that I tried playing games (Overwatch) and my graphics are normal. It only happens with Pictures and Videos.

If you're trying to over clock the processor, you need to do it manually. If you're trying to overclock the GPU, leave the bios alone and use MSI afterburner. Test your settings using unigine and furmark at each setting.
You have to step up slowly for GPU core speed and then memory speed. Each ones different. Test them and see if anything crazy happens. If it works for a while, step it up again.

I didn't OC my GPU. Just my CPU using OC Genie (Came with the motherboard). This is what happens when I tried to OC it to 4.0ghz http://imgur.com/a/rMw5i

I defaulted everything back thinking it would fix the problem but the problem persisted.
