I am opening a space enginners server the problem is my isp is being a jerk and wanting more than 1/4 of the price we pay for the internet just for static ip which it doesnt need to change to normal nat insdead of cgnatDoes that ip address have a device on it that will respond to pings? If not, that's the problem.
I have a public ipYou do not need a static IP you need a public IP. It can change but it must be public.
If the ISP uses carrier nat you will never get port forwarding to work. The port forwarding rules must be done in the ISP router. IP addresses are in short supply so they can get away with charging extra for them.
Maybe a VPN provider that lets you have a public IP and not share it will be a option. Of course these are more expensive than a normal vpn but it might be cheaper than what your ISP wants.

I have setup noip which makes my public ip same and it starts with 212 what should I make my public ipIs the public IP address actually assigned to the wan port of your router. If you get a public IP assigned to the wan port then you can likely get port forwarding to work. If they assign you something like 100.x.x.x which is a carrier nat range then you are sharing the public ip with other users.

If the 212.x.x.x ip address is actually being assigned to the wan port of your router then your problem with port forwarding it more likely your end device is actually getting the data but not correctly responding.

I am still not sure if you even have a public IP. Is the actual ip address assigned to your router the 212.x.x.x ip address. If it is not then that is the end of this project. You MUST have a public ip to be able to do port forwarding.

thank you for answering my question but how do I get a public ipOK. That image (which I removed for your privacy) shows you DON'T have a public IP address. You have a 10.x.y.z. You will not be able to port forward.
There is a router ahead of you that is preventing that.
