Problem with recording

Hi, I cant record any game in 60fps 720p or 1080p. I want to record FIFA 17, I watched some tutorials on youtube to set up OBS options, but I have big FPS drops. The finall video after record is tearing(60fps for 5sc then fps drop -> tearing -> again 60fps). I watched youtube again and guys with same PC specs records FIFA 17 in 60fps/1080p. I tried other software "radeon relive" but there is same problem. Leave me some tips pleas. Sorry for my poor english.

ASUS Strix Rx480 8GB/OC
I5-6500
16GB RAM
