problems after formating and installing

Hi everyone,
i cant enter to internet explorer,and another few things like windows update and user accounts.. just clicking and nothing happen.. and when i am trying to write some site address it says:
windows cannot access the specified device path or file you may not have appropriate permissions
but i'm running at administrator and its windows after format...
any idea how can i fix it without formating and reinstalling?

Why did you do the format? Because you already had problems? Might be useful to error check the hard disk now.

No i formatted because i needed clean hard drive for pc with dvr exits..
before the format everything was ok..
