Problems getting anything on the screen.

So I just recently built a gaming PC, it turns on fine, all the fans works and all my parts appear to be in correctly. For some reason, when I try to boot windows, or whenever the computer has to restart. I just get a black screen that has no signal bouncing around. The input I am using is an HDMI and I was told that that could potentially be the problem but I'm not convinced, I've used the HDMI port on both the graphics card and the motherboard, and each time the same thing happens.
 
" or whenever the computer has to restart." So you get sometimes into windows just fine with image on the screen? In that case it could be the cable indeed, not doing good contact.

Another possibility is your GPU overheating, leading to a loss of signal even after restarting the PC since it hasn't still reached an acceptable temperature. However this shouldn't be an issue on a new pc, but still something to look for just in case.
 
The only way I get windows to boot up is if I reset the motherboard with the CMOS and go back to the BIOS and manually boot up the drive that contains the copy of Windows 10. If I just turn on the computer without resetting the motherboard I get the black screen. And when I do reset the motherboard I'm able to boot up windows from the BIOS, but the second windows has to restart the system to fully install I just get a black screen.
