Problems turning account into Admin

I've been trying to help my friend play a game he just recently installed, but it requires him to become an admin on his PC, and I feel like we've exhausted every option to make him one (this means all the normal going into settings and changing it, the option isn't there)

Can anyone think of any other ideas?

I imagine that this PC must be managed by some outside source, right? Cause otherwise his account would be the administrator account. Ask the person who has an administrator account.

There is no other accounts, or anyone else for that matter, the PC is his own.

After an OS install, the very first account created is an admin account.
From a standard user account, you cannot create a new admin account. That can only be done form another admin account. For obvious reasons.

So...who created the initial OS and accounts?
