Problems with AMD Radeon R9270x

Ok, so a few months ago I bought a new GPU cause I wanted to get into gaming and stuff.

Ordered the Sapphire AMD/ATI Radeon R9 270X VAPOR-X 2 GB DDR5 Graphics Card and installed it.

Bought a lot of high end games (Watch Dogs etc.) to test out the power of my GPU.

I got like 23-31 FPS on medium setting (Watch Dogs) and I was quite disappointed.

After watching some benchmarks online, I saw that most people are running that game on ultra settings on the same GPU as mine plus in full 1080p and getting at least 30 FPS meanwhile im running that game on a 1600x900 VGA monitor.

Then I went ahead and tried out a little less GPU intensive game like minecraft and i was shocked... I was getting only 30-35 FPS on that.

I have NO idea whats up with that. All the drivers are up to date.

Yep, I have. And also 8 GB of RAM

 
Power supply? if this was a prebuilt computer (HP or DEll or something) and you just popped the card in it might not be getting enough power. How much system RAM? Windows up to date? BIOS up to date? Chipset is up to date? we need full specs.

note: Watch Dogs is a poorly optimized game and it ran like CRAP on my buddy with an i5 3570 + GTX 770, so dont' feel so bad. Are there any patches or mods that the youtubers are using?
 


Any piece of software that I can use to find out all this info?
