Today I started my first PC build, while every fan (including the video card) and LEDs are working but there isn't a sound when I turn on the PC and my monitor isn't receiving a signal. There is a 6-pin cable and an 8-pin cable from my power supply that are not being used and there doesn't appear to be any compatible sockets on my motherboard.

Power supply - SeaSonic M12II 520 Bronze 520W

Motherboard - BIOSTAR TZ77XE3

Are there any compatible connectors on the video card? For example, my HD7970ghz uses two 8pin power connectors. Not providing sufficient power the the video card would also explain your lack of video output.

The GTX660 has (or should have at least) a 6 pin power connector. If you haven't, plug your unused 6pin from you PSU into the card and see if that does the trick.

I'm still having the same issue even with the 6pin in the gtx 660.
There's still an 8pin left from the power supply

Plugging that in now leaves me with 2 4pins that are connected to a single cable

Those should be ATA HDD/DVD power cables.

The HDD and DVD are already receiving power via different cables

Then you don't need them.

It appears that my motherboard is damaged then.

SOMETHING isn't right. Could be the CPU, Mobo, or even something drastically wrong with the memory. It's impossible to say, really, without a great deal of swapping parts in and out to find the one that's causing the trouble.
