Problems with Inspiron 15R 5521 Graphic Cards

My external graphic card is AMD Radeon HD 8730M.(8 GB Ram)
when i'm trying to run any game i feel like i have a 256kb graphic card
for example i tried to run a game with minimum requirements 2 gb ram and 512kb graphic card
it's an old game , when i start the game it runs anyway but very very slow even if i make it with the lowest graphics available and even if i mark it to run in high performance mode ,happens with all other games as well , any ideas ?

make sure that u r not in powersaver mode make it high prefomance or download razercortex game booster and run the game on it or set all of the game video settings to low or of

i'm already doing all these things.
i need to make sure the problem is not with the card itself, or if its not where could be the problem ?
