Problems with .Net Framework (4.6.1 not installing)

Hello.

So, I have an issue with .Net Framework, and I'm not sure what to do.

I'll go ahead and say, first of all, I have swapped between Windows 8.1 and Windows 10 two times, returning to 8.1 after the two times of switching. I don't know if this would have any impact on my problem, but I'll mention this as a precaution.

Now, the issue itself - I have Windows 4.5.2, yet I need 4.6.1 to make use of the Nexus Mod Manager program. I haven't touched the Mod Manager in a few months and a couple weeks ago I decided to make use of it again. However, after it updates it mentioned .Net Framework needing an update, so I agreed, did the update through it, and yet... it failed. The tracelog said I only have 4.5.2, and when I checked my registry it displays only the code for 4.5.2. My list of Windows features I can enable/disable also lists 4.5 and not 4.6. However, my list of installed updates has the code for 4.6.1 listed.

I'm not sure what the problem could be - if something is interfering with the installation process, or if it's something else such as something being missing. It could also be that my anti-virus, Avast, interfered without me knowing, but I don't know about this idea...

Please... can anyone help me find the issue? I'd rather not uninstall and reinstall .Net Framework - that would have to be a last resort.
 


I have tried both the Web and Offline installer but they did not work. I have used the Repair tool a number of times as well, yet it has done nothing as well.
 


I just tried the hotfix, however this did not work. The installers for 4.6 and 4.6.1 still act as though they have never been used, both Web and Offline. The verification log with the Setup Verification tool still states that 4.6 and 4.6.1 are not installed and matches the originally posted verification log exactly, stating each item that is not installed. I don't believe 1.0 and 1.1 are necessary obviously, considering my OS is Windows 8.1, although if it is due to one of those items being missing I will feel like a fool. X_X

But in all seriousness, the hotfix did not help the issue - even after restarting as it suggests doing after installing the hotfix.
 
Are there any other suggestions or ideas on how to fix this?

I mentioned before that I swapped between 8.1 and Windows 10 two times until I stuck with 8.1, is there a possibility switching back would restore 4.6.1? Or is there a way to fix this issue without uninstalling/reinstalling or switching back to Windows 10?
 
Anyone?

I might try switching to Windows 10 for the third time and see if that gives me 4.6.1, but if anyone knows a way to fix this without doing so or uninstalling/reinstalling, I'm open to suggestions.
