[SOLVED] Problems with (presumably) CPU

So, this is breakdown. My friend bought Q6600 to upgrade his trash celeron so he called me to place it in. PC was 100% functional before. I place new chip in and fans spin for split second, then stop. Im like ok maybe its PSU so I switch back to celeron but same thing. Split second fan spin, then nothing. Now I try RAMs but still no effect. I decide to plug the cpu power out and then pc 'starts' and now I am confused because it seems like PSU but then why doesnt it work with cpu it worked with for years? No physical damage happened in the process, and I checked just to be sure all power cables are plugged and sure enough they were. If someone experienced can explain this id highly appreciate that.
 
Solution
Possibly the motherboard did not support Q6600 due to power requirements (105W TDP cpu) and, it's installation may have overloaded the board's regulator circuitry...(not all socket 775 boards supported quad cores initially)
