[SOLVED] processor being used only at 30-50% while gaming

when i play R6 and open task manager it says the processor being used only at 30-50% while gaming even tho my game runs at 40 to 70 fps not stable fps like all over the place and it feels like its always 40 fps even when its 70 im playing on the lowest settings and i have i7 7700HQ and 1050 Ti any idea how to make it use atleast 70% ? my friend has way worse cpu and gpu and it runs at stable 90 fps on medium settings for him if you want to know more details im using Inspiron 15 Gaming 7567

GPU usage while gaming is something between 60 and 70 tho it does often go over 70 and under 60
RAM usage around 6000 to 6300 MB mostly 6060
and each cpu core ... well i tried to test each one by only allowing only 1 core to run each time but it didnt do anything all cpu cores have usage between 90 to 100% always

EDIT : as i said i was playing with lowest settings so even stable 60 fps is bad for 1050Ti (when i play i get 40 to 60 fps)
This is in opposition to your original post. It is showing nearly 100% CPU usage, not 30-50% As lowering settings does not help FPS. This indicates you are limited by your CPU.

Besides turning off...
What's your GPU usage while gaming? If it's at 100% that's your computers limit for the game. Lower detail settings for higher FPS.
How about your RAM usage? If it is used up. Lower detail settings and turn off background apps.
Also have you looked at the per core usage of your CPU? Most games only utilize a few cores. If any single core hits 100% from the game. That is the most you'll get out of the game. It simply can't utilize more cores.

You can find most of this data by installing MSI Afterburner with Rivatuner. Then enabling On Screen Display (OSD).

when i launch the game i see the OSD for about 10 seconds after that im not able to turn it on (the OSD not the game) EDIT : i fixed it
EDIT 2 : now i do see the OSD but i cant get past the press any key to continue it just freezes and crashes EDIT 3 : fixed the freeze and crash and OSD is there working fine now finally

Besides turning off background processes. There isn't much to be done. You can also have it load your CPU clock. See if it is throttling or not Turbo Boosting.
